In March, 2011, a general meeting of the self-regulated organization «Association of Shipping Companies» (ASC) was held. Among its participants was Igor Levitin, the Minister of transport of Russia. The main theme of the meeting was summarizing the results of the Association activity in 2010 and setting of the priority directions for 2011. The Minister drew attention to the necessity to pay more attention to the matters related to antiterrorist security of transport facilities and transport safety.

In this connection, a number of questions, including those connected with sea and river transport incidents, were discussed. Petr Yermolaev, the Head of the Gosmorrechnadzor department, informed the session participants on Order No. GK-1399fs of the Federal Supervision Service for Transport dated December 24, 2010, putting in operation an automated system to register transport incidents on sea and river transport, developed by GazIntech, in the Department of state sea and river supervision, territorial bodies of Rostransnadzor, and administrations of seaports of the Russian Federation.

Now all the incidents on sea and inland water transport falling within the limits of Order No. 75 dated May 14, 2009, and No. 221 dated December 23, 2003, issued by the Ministry of Transport of Russia, will be investigated with the use of this system.

«Development of the system and its commissioning will allow to materially enhance the efficiency of incident investigation, navigation safety, and accident prevention», underlined P. Yermolaev.
