On February, 28th, 2007 in the Russian Maritime Security Service of Federal agency of sea and river transport of Ministry of Transport of Russia the Seafarer’s Identity Documents Processing, Issuance and Control System (SID system) has been presented for the International Labour Organization (ILO) tripartite high level Working Group on labour norms in sea navigation.

The structure of working group included representatives of Headquarters of the ILO, the Russian bureau of the ILO, representatives of trade unions and shipowners. The Russian party was represented by employees of Ministry of Transport of Russia, Federal agency of sea and river transport, representatives of the Russian trade union of seafarers and developers of SID system. Experts of GazIntech company spent the presentation of system.

During discussion of presentation results members of Working Group have noted high level of readiness of the Russian Federation for the beginning of issuing of the Seafarer’s Identity Documents, conformity of System to requirements of the Convention 185 and to corresponding technical standards. Director of Department of the international labour norms of the ILO Cleopatra Dumbija-Henri has suggested to lead presentation of the SID system in headquarters of the ILO in Geneva and to distribute an experience on creation of System among other states ratified the Convention 185 or preparing to ratification.

SID System is the part of State System of producing and control new generation passport-visa documents (State System). The main contractor and developer of creating of the State System is the “NII Voskhod”. SID system has been developed by GazIntech for Russian federal agency of sea and river transport.
