The Russian delegation participated in the international meeting of expert for the issues of the Convention No.185, which took place on February 4-6, 2015 at the headquarters of the International Labor Organization in Geneva, Switzerland. The representatives of the company Gazintech were included into the delegation as the advisers. Gazintech is the developer and the main performer of work in the development and support of Seafarer’s Identity Documents Processing, Issuance and Control System (SID) in the Russian Federation.
The main target of the meeting was the discussion of the issues of efficient solutions and novelties for the implementation of the Convention No.185 and the solutions and promotion of the further ratification of the Convention No.185 and its implementation by all ILO member states interested in the development of marine traffic.
The representatives of the Convention No.185 member states and the states, which did not ratify the Convention No.185, the trade unions, unions of ship owners, expert advisers, and representatives of international organizations (IMO, EC, and ICMA) participated in the meeting. The governmental experts represented the following states: Brazil, Great Britain, Denmark, India, Indonesia, Spain, Kazakhstan, Canada, China, Congo, Cuba, Latvia, Liberia, Madagascar, Marshall Islands, Norway, Panama, Peru, Russia, Senegal, USA, Philippines, France, Croatia, and RSA.
On the results of the meeting the main development vector set in the presented draft recommendations is the further development of SID protection and compatibility with the current infrastructure for the reading of the new generation passports (ePassport) in the developed states. The main changes will include the use of electronic signature, implementation of contactless microcircuit chip, and the SIC owner identification by the photograph. A transition period is set for the states already issuing the SICs in compliance with the current Convention No.185.
In addition the position of the Russian Federation communicated by the Russian delegation and consisting in the maximally prompt achievement of the main target of the Convention No.185 — the provision of seafarers visa-free transit and coming ashore — was supported. For this purpose the meeting participants resolved to provide the prompt implementation of the SID system in the ILO member-states and to draw a list of member-states completely complying with the minimal requirements of the Convention No.185. The Russian party, including Gazintech, is ready to help and provide the fully functioning software for the prompt, efficient and no-problem launch of the SID system in any member-state of the Convention No.185.
