Seafarer’s Identity Documents Processing, Issuance and Control System
The goal of the development of Seafarer’s Identity Documents Processing, Issuance and Control System (SID system) is the issuance and control of the Seafarer’s Identity Documents (SID) for the Russian Federation.
SID system is the part of the National System of Processing, Executing and Control for the new generation of identification and travel documents (NGITD).
GazIntech Co. is the main developer of SID system. Federal State Unitary Enterprise Scientific and Research Institute «Voskhod» is the system integrator in the project NGITD.
The SID system’s hierarchical structure includes the Federal Data Processing Center (FDPC) located in Moscow and the Seafarer’s Identity Documents Issuing and Control (I/C) offices. FDPC provides informational interaction with corresponding departments of foreign countries, maintains the database on a national basis and oversees the SID I/C offices located in seaports and river harbors within the Russian Federation territory. SID I/C offices work directly with mariners providing SID issuance and control in accordance with the Convention 185 requirements.
GazIntech specialists have applied and utilized high-end software technologies and advanced technological tools. One example is the use of a biometric characteristic (fingerprint) of the SID owner.
As part of the SID system introduction, a total of 24 facilities of the Rosmorrechflot will be outfitted with the new software and hardware; that number includes the Federal Data Processing Center and SID Issuing and Control offices. SID I/C offices will be expanded to the ports subject to the general jurisdiction of the Russian Federation Fishery Department. All facilities will be connected to a telecommunication network and will perform automated informational interaction with National Electronic Data Base.
During the first phase of the SID system development, GazIntech equipped two pilot facilities, Kaliningrad Seaport Administration and Maritime Security Service Federal State Department in Moscow, with the new software and technological tools.
